Waste-by-Rail Negotiation Assistance

MSW Consultants assembled and managed an expert project team to advise Montgomery County and the Northeast Maryland Waste Disposal Authority on positioning for and negotiating with its current provider of rail transportation between the County transfer station and its Resource Recovery Facility 15 miles away. This project was driven by the impending conclusion of the County's current rail contract and the potential for significant rate increases imposed by the railroad. Because the route connecting the two facilities is captive to a Class I carrier, this project involved a detailed review of relevant Surface Transportation Board regulations associated with rate regulations, an operations review, and detailed cost-of-service modeling to baseline the likely cost of the current service (provided by a rail consultant under subcontract). The project also included pro forma modeling of over-the-road transfer that would serve as an alternative to the rail-based system, performed by MSW Consultants.
