Ontario County is situated in the Finger Lakes region of New York State and is home to nearly 112,000 residents in 26 cities, towns, and villages. The County owns a large landfill and, for the past 25 years, has leased the facility to a private company that operates and manages the landfill. The landfill has cost-effectively served the waste disposal needs of the County and its municipalities, but the operator has imported a high volume of out-of-county waste. With the current landfill operating agreement scheduled to expire in the coming years, Ontario County retained MSW Consultants to evaluate its options for long-term disposal. MSW Consultants performed baseline research and analysis; compiled key details about municipally provided collection, transfer, disposal, and infrastructure, considering State and Federal legislation; and reviewed the expiring contractual agreements. The analysis included developing an economic model for the baseline disposal scenario and outlining, in substantial detail, possible landfill and transfer/long-haul alternatives. Alternatives included minimum feasible importation, a privately-operated landfill, landfill closure with and without a new transfer station, and MRF options. The analysis also considered both increased recycling and increased diversion of organics. The evaluation included the development of a financial model to compare key operating parameters, cost, revenue recovery, and environmental impacts.
