The City of Logan provides exclusive refuse, recycling, and green waste collections for its residents and businesses. The City provides composting and disposal services for materials generated by City customers as well as the other 18 municipalities and unincorporated areas of Cache City. They operate a C&D Landfill that is nearing capacity, a MSW Landfill opened in 2018 on the north side of the county, a Transfer Station where they transport waste from to the new landfill, and a Compost Facility. MSW Consultants was retained to conduct a Solid Waste Cost of Service and Rate Study in 2017, and again in 2023 to update the study. The City transitioned from providing county-wide collection services to city-only accounts during 2023. MSW Consultants conducted a comprehensive solid waste cost of service and rate study during both projects. In 2017, the analysis performed by MSW Consultants documented the step-up in system cost because of the City converting from a direct-to-landfill system to one that passes most wastes through the new transfer station, thereby incurring incremental handling and transportation costs. During the 2023 study, MSW Consultants worked with City staff to design facility rates to account for full costs which had previously been covered through both collection and disposal fees.
