Bulloch County provides solid waste collection through a network of twenty-one citizen drop-off centers. Citizens can drop garbage and bulky items, yard waste, metals and tires in dedicated containers. The County had ceased operation of a recycling drop-off and Material Recovery Facility (MRF) during a major market slump that carried into the Covid-19 pandemic. The drop-off centers were staffed until the pandemic. The County also offers roll-off collection service. MSW Consultants was hired to evaluate the system, including current recycling markets and feasibility to resume recycling operations, determine the costs, and provide professional recommendations for improvements to the system. MSW Consultants provided cost and operational implications for a consolidation of the citizen centers, for resuming recycling and MRF operations, and staffing the citizen centers to maintain oversight of materials dropped off to improve material stream quality control and overall site upkeep. An alternate revenue mechanism (ad valorem assessment) were determined and proposed for consideration.
